Is it normal for the Quartz Chrono 1/10th of a second dial to only spin for 30 seconds?

Learn more about the GX1 chronograph one tenth of a second subdial.

The movement in the GX1 is designed such that the 1/10th of a second dial will not continually spin, although it is still registering time.
This is to preserve battery life (as it requires huge amounts of power to run that subdial) and movement longevity.
The only reason it spins for thirty seconds is to let you know that the subdial is actually functioning properly.
